Rules and Regulations for Membership

I. Categories of Membership

Junior members - 15 to 18 years old (young members, specially students who help in some Kaisa activities).

Regular members - 19 to 49 years old

Friends of Kaisa - people who give invaluable advice, support or assistance to Kaisa (particularly Kaisa projects), and help promote Kaisa objectives.

Associate members - regular members who reach the maximum age of 49 but are still active with Kaisa

Honorary members - people who give outstanding contribution to Kaisa or what Kaisa believes in can be conferred this highest recognition by the board of trustees.

Provincial members - members who are based outside Metro Manila but who support Kaisa objectives and assist in some Kaisa activities; participants in the 1994 Tsinoy Convention who believe in Kaisa’s credo and objectives; are willing to promote Kaisa’s ideals and eventually help put up Kaisa chapter. Provincial members are also required to go through Section II.

Council of Advisers - past presidents and board members over 49 years of age, who chose to continue to serve Kaisa in an advisory capacity.

II. Requirements for Regular Membership

  • Must fully subscribe to the Kaisa declaration and credo.
  • Must be of good moral character.
  • Must be of Chinese descent, and must be a permanent resident of the Philippines.
  • Must actively participate in Kaisa meetings and activities.
  • Applicants shall not be less than 18 years old and not more than 46 years old on the date of application.
  • Applicant must be sponsored by a regular member in good standing.
  • III. Steps to Become a Regular Member

  • Interview by membership committee or its representative
  • Attendance of orientation seminar or its equivalent
  • Six months probation period within which applicant must attend at least two general meetings and participate in at least two Kaisa projects.
  • Recommendation from the membership committee for approval of application after six months probation is up.
  • Payment of membership dues.
  • IV. How to Maintain Membership

    All members must --

  • Attend at least four general meetings per year; excluding the Christmas party, excursion and anniversary party meetings;
  • Be active in at least one committee;
  • Must pay membership dues every year; deadline for payment is the annual elections of Kaisa in July;
  • Take interest and participate in Kaisa-sponsored activities;
  • Abide by Kaisa Constitution and by-laws and to comply with all resolutions, rules and regulations promulgated by the Board;
  • Serve as an ambassador and a living example of Kaisa’s philosophy and creed.
  • For exemptions from regular attendance of meetings --

  • If a member's goals, words and deeds subscribe fully to that of Kaisa's, a member can be exempted from attending four meetings per year provided that he/she makes up for it in other areas like being active with Tulay, research, and others.
  • Members who are out of the country can apply for leave of absence (LOA) status.
  • Members can file notice for the inactive status. The inactive status has a duration of six months, after which the member can receive an extension for another six months. After this period, if the members still cannot fulfill his/her obligations as an active member, he/she will be temporarily delisted from membership, with an option of re-applying at a later date.
  • V. Termination of Membership

    This can be effected upon recommendation of the membership committee and approval of the board of directors on the following grounds:

  • Failure to comply with membership rules and requirements;
  • Involvement in actions or activities inimical to Kaisa's interests;
  • Actions or words contrary to Kaisa's beliefs and objectives;
  • Failure to abide by Kaisa's constitution and by-laws.
  • VI. Rights and Privileges of Membership

  • To attend meetings;
  • To speak out and vote at meetings;
  • To elect members of the board;
  • To attend seminars, lectures or workshops conducted by Kaisa;
  • To receive newsletters and handouts;
  • To be a candidate for office subject to the rules and regulations prescribed by the Comelec.
