There is always a long line of people at the Payatas Barangay Hall in Quezon City.
“It’s Christmas everyday here,” says the harassed barangay secretary Beth Estrella, “They come asking for favors, for food like rice and canned goods, recommendations for discounts at public hospitals, money to buy medicine or school supplies, donations for trophies or prizes for a basketball tournament. What a surprise! The impeachment complaint against Supreme Court Chief Justice Renato S. Corona garnered 188 votes in the House of Representatives and the complaint was promptly transmitted to the Senate. The overwhelming majority (only 95 signatures were needed to impeach Corona) made a lengthy discussion at a plenary session unnecessary.
